This is a Module for MAXS, which does not install any launcher. You need "MAXSMain" and a configured MAXS Transport to make use of it.
The WifiChange module can be used to perform changes to the WiFi subsystem
(enable/disable WiFi).
While you can download the APKs here directly, you should preferably use an F-Droid client so the app stays up-to-date on your device.
